- Chat Admin Menu (clicking on usernames/badges by admins opens it up)

- Converted chat to ajax to remove refreshing, except in IE 5.5
- Added two action features in chat: /say and /me
- Added warnings about uploading inappropriate images
- Made it so admins can NOT edit other admins
- Added a page to show what admin changed whose account
- Fixed smiley page
